山東省(sheng)人社(she)(she)廳(ting)緊(jin)緊(jin)圍繞人社(she)(she)公共服(fu)務發展需求,大(da)力推(tui)進(jin)基層勞動就業和社(she)(she)會保障服(fu)務平臺建(jian)設,實現了(le)縣、鄉、村三級人社(she)(she)“一站(zhan)式”服(fu)務體(ti)系全覆蓋。
堅持實體(ti)化(hua)建設先行。通(tong)過科學規(gui)劃、典型引路(lu)、考核(he)推動(dong)等措施(shi),爭取省級財政資(zi)金投入4.3億元(yuan),全(quan)省137個縣(市、區(qu))全(quan)部(bu)建成縣級綜合服務(wu)中心,全(quan)省1826個街(jie)道(鄉(xiang)鎮)全(quan)部(bu)設立人(ren)社所(中心),近90%的社區(qu)、行政村設立人(ren)社服務(wu)站,并統一(yi)機構(gou)名(ming)稱,配(pei)備(bei)(bei)必要設備(bei)(bei),貫通(tong)信息網絡。明確服務(wu)平(ping)臺(tai)的機構(gou)性質和(he)人(ren)員配(pei)備(bei)(bei)標準(zhun),全(quan)省街(jie)道(鄉(xiang)鎮)平(ping)臺(tai)配(pei)備(bei)(bei)工(gong)(gong)作人(ren)員1.2萬人(ren),7萬余(yu)名(ming)協理員從事社區(qu)(行政村)的人(ren)社服務(wu)工(gong)(gong)作。
堅持規(gui)范化(hua)建設提(ti)升。制(zhi)(zhi)(zhi)(zhi)定(ding)了(le)基層(ceng)平臺(tai)建設基本規(gui)范,不(bu)斷健全服務(wu)(wu)(wu)(wu)制(zhi)(zhi)(zhi)(zhi)度、規(gui)范服務(wu)(wu)(wu)(wu)流(liu)程、創新服務(wu)(wu)(wu)(wu)手(shou)段,全省(sheng)統一(yi)(yi)向街道(dao)(鄉鎮)平臺(tai)下沉69項(xiang)服務(wu)(wu)(wu)(wu)項(xiang)目。構(gou)建了(le)省(sheng)、市(shi)(shi)、縣三級分工(gong)負責的培訓(xun)長效機制(zhi)(zhi)(zhi)(zhi),確保所有基層(ceng)平臺(tai)工(gong)作人(ren)(ren)(ren)(ren)員(yuan)每兩年輪(lun)訓(xun)一(yi)(yi)次,切實(shi)(shi)提(ti)高服務(wu)(wu)(wu)(wu)人(ren)(ren)(ren)(ren)員(yuan)素(su)質。積(ji)極(ji)推進(jin)全省(sheng)人(ren)(ren)(ren)(ren)社(she)(she)公(gong)共(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)“標(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)、信(xin)息(xi)化(hua)、一(yi)(yi)體(ti)化(hua)”建設,努力實(shi)(shi)現(xian)公(gong)共(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)體(ti)系(xi)標(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)、手(shou)段信(xin)息(xi)化(hua)和(he)模式一(yi)(yi)體(ti)化(hua)。濟南市(shi)(shi)作為全國的人(ren)(ren)(ren)(ren)社(she)(she)公(gong)共(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)綜合標(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)試點(dian),共(gong)(gong)(gong)編制(zhi)(zhi)(zhi)(zhi)人(ren)(ren)(ren)(ren)社(she)(she)基本公(gong)共(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)標(biao)準(zhun)(zhun)(zhun)(zhun)1512項(xiang),建立(li)了(le)橫(heng)到邊(bian)、豎到底的綜合標(biao)準(zhun)(zhun)(zhun)(zhun)體(ti)系(xi),通(tong)(tong)過標(biao)準(zhun)(zhun)(zhun)(zhun)實(shi)(shi)施,服務(wu)(wu)(wu)(wu)質量和(he)效能顯著提(ti)升,為人(ren)(ren)(ren)(ren)社(she)(she)公(gong)共(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)從(cong)“經驗型服務(wu)(wu)(wu)(wu)”向“標(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)服務(wu)(wu)(wu)(wu)”的轉變(bian)積(ji)累(lei)了(le)經驗。東營(ying)市(shi)(shi)、威海市(shi)(shi)以(yi)信(xin)息(xi)化(hua)為支(zhi)撐,構(gou)建了(le)人(ren)(ren)(ren)(ren)社(she)(she)公(gong)共(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)一(yi)(yi)體(ti)化(hua)機制(zhi)(zhi)(zhi)(zhi),實(shi)(shi)行就業和(he)社(she)(she)保的無差別柜員(yuan)制(zhi)(zhi)(zhi)(zhi)服務(wu)(wu)(wu)(wu),實(shi)(shi)現(xian)全市(shi)(shi)“通(tong)(tong)收通(tong)(tong)辦”,真正(zheng)做(zuo)到“讓群眾少跑腿,讓數據多跑路”。
基(ji)層(ceng)平(ping)(ping)臺已經成為人(ren)(ren)社(she)部門(men)提(ti)供公(gong)(gong)共(gong)服(fu)(fu)務的主要(yao)平(ping)(ping)臺和(he)宣傳政策的重(zhong)要(yao)窗口,服(fu)(fu)務功(gong)能涵(han)蓋就業、人(ren)(ren)力(li)資源(yuan)、社(she)會保險、勞動(dong)關系等各項人(ren)(ren)社(she)公(gong)(gong)共(gong)服(fu)(fu)務,僅街道(鄉(xiang)鎮)平(ping)(ping)臺年服(fu)(fu)務群(qun)(qun)眾(zhong)就達1.5億(yi)人(ren)(ren)次、服(fu)(fu)務單位(wei)65萬戶次,小平(ping)(ping)臺彰顯大(da)作(zuo)為,有力(li)地提(ti)升了群(qun)(qun)眾(zhong)對基(ji)層(ceng)人(ren)(ren)社(she)公(gong)(gong)共(gong)服(fu)(fu)務的滿意度。
